Public Comment for Clinical Quality Measures in Development: Depression and All-Cause Mortality

The Centers for Medicare & Medicaid Services (CMS) has contracted with Mathematica to develop two new measures for potential use in the Inpatient Psychiatric Facility Quality Reporting (IPFQR) program. Mathematica invites comments on draft measure specifications for the two measures currently under development:

  1. Improvement in Depression Symptoms during the Inpatient Psychiatric Facility (IPF) Stay
  2. 30-day Risk Standardized All-Cause Mortality Following Inpatient Psychiatric Facility (IPF) Discharge

Clinical experts and a multistakeholder technical expert panel were consulted throughout the measure development process. CMS is requesting that stakeholders review and comment on the draft measure specifications. We welcome all comments and are particularly interested in comments that address the following:

  • The extent to which measure scores indicate quality of care in IPFs
  • The extent to which IPFs can effect change in measure performance
  • The feasibility of implementing the measure in the IPF setting
  • The usability of measure scores to improve quality
  • Unintended consequences that might result from implementing the measure
  • The accuracy and reasonableness of the draft measure specifications, including denominator exclusions and potential risk adjustors
